saving news attachments doesn't go through the memory cache

so, when you save a news attachment, it will always establish a new connection
to the server.

this was the original problem reported in bug #74518 by Mike Young, but that bug
morphed.

Seth,

I just found bug 46233 which this bug seems to be. It is filed under the MIME 
component though which is very confusing. Since you created this bug I wanted to 
let you mark as Dup if you see fit, considering its assigned to you. (Shouldn't 
it be networking instead of MIME?)

This is not implemented in POP3, Local/None or IMAP yet so let alone NNTP. I
suspect this is a duplicate of bug 46233 as Mike Young suggested because it
seems to cover all protocols.
