STR:
1. Go to http://mozqa.com/webapi-permissions-tests/
2. Install Packaged App Test Case 2
3. Install Packaged App Test Case 3
Expected:
The apps should be successfully installed. Both apps should not launch upon completion of the installation.
Actual:
The second app install will result in the app launching. Strange behavior.

Certainly awkward, but don't think there's any serious user impact here.

I can no longer reproduce this now that Synthetic APKs are enabled, nor would I expect it to be a problem anymore.
