The preference 'browser.zoom.reflowOnZoom.minFontSizeTwips' controls the minimum font size (in twips) that reflow-on-zoom should try and zoom in to. This inadvertently didn't get added in the patch for bug 847872, but should have been set at the same default setting as font.size.inflation.minTwips (i.e. '120').
