REQ: Bump VS2010 to SP1 level

Details
User Agent: Mozilla/5.0 (Windows NT 5.1; rv:21.0) Gecko/20100101 Firefox/21.0 SeaMonkey/2.18 (Beta/Release)
Build ID: 20130502201647
Steps to reproduce:
Back in March, I sent an email to B. Smedberg and asked "Why does Mozilla build Firefox with VS2010 RTM 16.00.30319.01 and not SP1 16.00.40219.01?" He said no one has ever asked RelEng to bump the build machines and to file a bug asking to do so. He noted you may go straight to VS2012 and skip SP1. So, I am asking if at all possible for RelEng to bump to SP1 level (and maybe any post SP1 patches as well).

Thanks for the bug report. Sorry it sat for almost a year with nobody looking at it! I don't know of a compelling reason to update to VC2010SP1, and we're currently working on switching to VC2013 (bug 914596), so I'm going to mark this as WONTFIX in favor of that. The effort to update to 2010SP1 is probably not much less than to get to 2013 and we want to get there for other reasons.
