87526 - `donttest' and `makingtest' keywords should be removed

The `donttest' and `makingtest' keywords apply to the Gecko BugAThon, which
finished months ago. As far as I can tell it is unlikely to be resurrected,
since layout and evangelism bugs are now coming in quite fast enough by themselves.

So, the keywords seem to be no longer necessary.
