Details

Try to open a local (filesystem) document typing its path in the address bar, for
instance c:\foo.htm  ==> no reaction

Try then to reach a web site typing in the address bar its full URL with http://
and everything ==> no reaction

Autocomplete works but nothing is downloaded ; using menus in File works fine.
I forget to say that I tested that with a 2001-june-25 win2k build.
