Details 
STR:
  1) Open a new tab
  2) Enter a URL for a site that opens a basic auth prompt and navigate to it, causing the auth prompt to appear
  3) Switch to a different tab
  4) Switch back to the tab that should be showing the auth prompt
  5) Note that the auth prompt is no longer visible because it is hidden by the new tab UI

This bug only occurs on tabs that are showing the new tab UI.
