I want to be able to comment on a bug that has a needinfo? request to me without clearing that request.  This is important because it's important to be able to tell people when I might be able to provide what they need, or provide a partial but incomplete answer, without removing the request from my request queue, changing who the request is from in my request queue, or changing the date of the request in my request queue (since I usually view requests sorted by date but consider who they're from when deciding how to prioritize dealing with them).

This could be as simple as a checkbox next to the "Adding a comment will automatically clear needinfo the request for [e-mail]." that says something like "don't clear".

i went with a slightly different presentation than dbaron's suggestion.

this patch replaces the "adding a comment with automatically clear.." text with a checkbox which is checked by default:

[x] Clear the needinfo request for [e-mail].
