data: URLs that have a space after the subtype (before the semicolon separating the parameters or the end of the MIME type) are rejected. (And it doesn't matter whether they are naked or URL-encoded.) Neither Opera nor Chrome have a problem with this; they ignore it like any other out-of-place space.
