Description:
Packaged apps (Terra, Game Pack, etc.) cannot download to the device.
Repro Steps:
1) Updated to Inari Build ID: 20130529070208
2) Launch the Marketplace app.
3) Search for a packaged app (eg Terra).
4) Choose to install the app.
5) Observe the device's reaction.
Actual:
The message "download stopped" appears a few seconds after the download begins. The app has a marketplace icon on the desktop, but selecting it does not download the app.
Expected:
The packaged app downloads with no errors.
Environmental Variables:
Occurs on the Inari 1.1 mozilla RIL.

Verified no longer repros on Buri 1.1 mozilla RIL. Packaged apps can now be downloaded with no errors.
