Due to some issues we're having with the restart tests on Mozmill 2.0, we decided to remove them from the manifest files for the moment.

Don't comment that out, but disable them. Doesn't that work at this level? Also does each and every restart test fail?

I think we no longer need this bug with the latest fixes over Mozmill. Restart tests work now, only 2 tests failing that we will most likely solve.
