This is a follow up bug for bug 831645.
For RTSP use case, the streaming may be a live or non-live. And the streaming content may contain video only or audio only or video+audio. The different scenarios may need different implementation.

In these combination, we need to consider the live stream + audio only scenario.
1. user open the browser or app, input a rtsp url
2. the url contain audio only content like a broadcast radio
3. user switch the browser to background, the RTSP still playback the audio consistently

To achieve the scenario, we need a background audio routine mechanism and also need to solve the HW decoder resource issue.

For other cases (non-live, live+video), I think we can just release the resources when switch to background.
