Are we absolutely sure we want to do this? TE bugs are issues completely out of control.

Talked with akeybl about this. This is okay to do so long as we have exactly clear criteria for what's blocking in tech evangelism with a controlled scope. Here's exactly what we'll block on:

A preinstalled app TE issue that if not fixed, will result in the app being pulled the device for a target release. If we decide as such to pull the app off the device for a target release, then this TE issue will no longer block and we shall instead block on pulling the app the device.

WFM. I expect that most (all?) of blocking bugs will be located in Tech Evangelism::Preinstalled B2G Apps.
