Details
Build 2001-06-26-11, Win98
Steps to reproduce:
1. Help > "" (empty name above release notes)
Wow, this one is quite weird. Under the help menu, the first item is blank.
Selecting this generates a JS error as follows:
Error: uncaught exception: [Exception... "Component returned failure code:
0x80004005 (NS_ERROR_FAILURE) [nsIWebNavigation.loadURI]" nsresult: "0x80004005
(NS_ERROR_FAILURE)" location: "JS frame :: chrome://help/content/help.js ::
loadURI :: line 178" data: no]
It also pops open a 2-pane window, with no menubar, back/forward buttons, a
HIDDEN PRINT button at the top right corner. The left pane has two tabs, the
dividor has a drag/hide bar, and the right pane is empty.
Interesting!

The menu option you are referring to is "Help Contents"
everything showed up fine for me.

This is a problem in non-installer builds only, I believe... and a fix is on the
way.
