Dears,
 
 If we set SIM+NS+NW 3 categories SIM-ME-Lock(C+SP+NW also has problem),device will popup NW unlock screen firstly. After NW category unlocked, there is no NS/SIM unlock screen.

similar as Bug 857837 , Bug 857837  is fixed, but our verify result is not OK.
So to create a new PR, as suggested in that bug.

Amelie, NS/SP/C/SIM locks aren't supported in 1.0(tef). In 1.1(leo) SP/C locks are supported and NS/SIM aren't supported at all on FFOS.
