I suppose I should be using web-panels, and I am trying that now, but this still seemed like a bug to me.

After all a new window is being created and loaded.

Given the link to bug 787395, this seems to have been add-on related. If so, then add-ons have a WebExtension API for sidebars, so this no longer applies.
