Displaying a page that has an <HR> inside a <table> inside a <DIV> with
something set for the padding style becomes incredibly long.
Reproducible: Always
Steps to Reproduce:
1. Load either the url or a testcase to appear later

Actual Results: The horizontal scrollbar indicates a page maybe a hundred
screenfuls large, and a horizontal rule covering all those pages.
Expected Results: An itsy bitsy teeny weenie scroll horizontal rule and
enclosing page
I'll bet something is being incorrectly initialized
