Often times I find myself tweaking some code, rebuilding, and entering the debugger again. It would be really nice if the browser debugger would remember my breakpoints after restarting.
This is a subset of bug 814298.

Do we want to do this only for chrome debugging? See https://bugzilla.mozilla.org/show_bug.cgi?id=867838#c9 and following comments.
It's useful for content debugging, and likely similar complexity. I'd say we should do it for both, but if you think chrome debugging will be an easier first-step then go for it :)
