the soon to be deprecated socorro.external.hbase package is about to go away. It appears to implement a middleware service called 'crash_data' that the new socorro.external.hb package does not. Determine if the new hbase implementation needs this 'crash_data' service and if it does, implement it
That crash_data service is used in production, it is needed to have it in the hb module if that's the one we're going to use.
this issue was resolved in https://github.com/mozilla/socorro/pull/1897
