88257 - Billing and shipping info need [an option] to be coordinated

Whenever yo go to an e-commerce website one usually fills out billing info first
then there's an option to select if the shipping information is the same. In the
form manager preference panel of N6.1 the shipping information is listed first
(should be second) and biling info has no checkbox to force shipping info to be
the same as billing info (it should).

Not sure why you say that.  The first form that I just checked, namely the 
sample3 form in tasks->privacy->form-manager->demo lists shipping info first.

Why should it?  This dialog is not a form that the user is submitting but 
rather it is a view into all the info that has been saved in the user's wallet.  
This form might never have been filled in by the user but rather the data that 
you see in it was captured from other forms that the user filled in.  How would 
the checkbox work in that case?  Note that when the user actually requests a 
prefill, the prefill algorithm is clever enough to realize that if no shipping 
info has been saved it is to use the billing info and vice versa.  No checkbox 
required.
