882695 - Marketplace DevHub appears in Spanish

Someone sent me a link to the Marketplace DevHub today and when I clicked on it, I got the Spanish version. I'm in Toronto and afaik, I've never visited that page before.

I manually entered https://marketplace.firefox.com/developers/?lang=en&region=en/ to get the English version and now when I go to the shorter link, it's in English.

We're Varying on Accept-Language. CC'ing a few folks if they have any ideas of how this could be happening?

In your console can you run `navigator.language` for us and comment back with the result?

It came back with "en-US"

I'll mark it as a p3 since it's only happened to a couple people.  Please bump the bug if you can reproduce it and tell us your device, UA, accept-lang, etc.
