STR: 0) Optional run with OMTC+Layer Border 1) Open http://drones.pitchinteractive.com/index.html 2) Let the animation play. After click 'Victims' in the top left. 3) Mouse over a people icon. During the mouse over the page has about 100 layers and the page is slow to scroll and interact.

Hi Glen/Jeff,

The page does show some jank when doing the STR in comment #0 and comment #1 .
I would politely suggest to keep it open and reclassify in the correct Bugzilla component for potential future action.
Question is, if this bug doesn't belong to WebRender component, which component should this go to?
