884195 - Australian gov.au third level domains in PSL

Today I received a bug report about the parsing of the .gov.au TLD.

I see there is a list of Australian third level domains in the PSL

act.edu.au
nsw.edu.au
nt.edu.au
...

I wonder if there is any reason to list them. Apparently, they are perfectly valid domains.
I tried to search for a ticket or reference, but I was only able to find a request to unlist nsw.gov.au in Bug 547985.

Some .au 2nd and 3rd level domains were added in bug 560885. Further discussion of how this works happened in bug 621708. Bug 791770 specifically dealt with csiro.au, and bug 864704 is probably going to reverse what happened there!

http://www.auda.org.au/domains/au-domains/ seems to be the official documentation.

The ones you reference were in the very first version of the PSL file:

Do you suggest that we unlist them all? Perhaps it would be good to talk to the registry first. Or the delegates for gov.au and edu.au.

I wrote to .edu.au and .gov.au delegates. I'll wait a few days to see if they answer. I proposed to remove the entries from the list.

I received a reply from both .edu.au and .gov.au maintainers. Apparently there are some additional .edu.au zones.

I'm trying to understand if they prefer to keep the 3LDs listed or not.
