When importing bugs I have to recreate manually products & components before else I have an error.
It would be good to have a switch to enable creation of products/components if they didn't exists before.

You are not supposed to get any error when importing bugs coming from a different product and component. Maybe you forgot to pass --product and --component to the command line when invoking importxml.pl.

The problem with letting importxml.pl create missing products and components itself is that it would have to choose a default assignee itself. Also, if the one calling importxml.pl hasn't privileges to create products, this would be a problem. But the suggestion makes sense.

I want to start off 0 products and components and have importxml create them with xml bugs file.
