Have the chance to customize (i.e., a specific parameter named "receive") if MMS will be automatically received or not when data off:

scenario 1: auto-retrieve equals to off:
user will receive a notification, when clicking on download:
1.In case "receive"=true: MMS will be transparently received (MMS context is set up without user interaction) 
2.In case "receive"=false: MMS won’t be automatically received. As an example, a warning could be shown to user informing about the need of switching data on and maybe including the possibility to do it; UX input needed here)

scenario 2: auto-retrieve equals to on:
currently the MMS is not received till data on, the proposal would be:
1.In case "receive"=true: MMS will be transparently received (MMS context is set up without user interaction) 
2.In case "receive"=false: MMS won't be received till data on (same behaviour as today)

Just clarifying that the expected behavior for TEF is the case "receive=true". It will block certification process.

There are test cases covering the scenarios depending on the settings when receiving MMS (so also when data is off) under mms suite with tags: mms, bug840076, owd-25548

Removing leo+ on this after further discussion with partners, this(being able to customize) is a desired but not blocking feature.
