For the initial 06/25 Beta Release of Fx23, the plan is to support these types of Tips for Users: 

1)  Looks like your Firefox is brand new! Check back in a couple of weeks to see more tips

2) Firefox automatically blocked an add-on (&addonName;) that is potentially harmful. Learn why Firefox blocks some add-ons.

3) (1 release out of date) You are running an older version of Firefox. Update now to enjoy our new features!

4) (2 releases out of date) You are running an older version of Firefox. Update now to receive critical security updates.

5) (1 release out of date) You are running an older version of Firefox. Update to the latest version for a faster, more secure experience!

Action item for Deb to suggest better wording for Tip #1.

Note that "Learn why" should link to:

https://support.mozilla.org/kb/add-ons-cause-issues-are-on-blocklist

Ideally this should be a mobile equivalent.

"Update" should link to the Play store, and hope that it takes us there.

about:healthreport was implemented for Fennec a while ago.
Future improvements are probably best filed as new bugs spawned from product plans.
