The line on top of the customization tab is probably the indicator of the light weight theme users has. (when it's black it's a black line, when it's white it's a white line, etc) It currently looks like a bug.

If we want to reflect the LWT that the user has in the customization page (not sure we want to do that since we will have "appearance" integrated in the future) we should use the background instead of the tab.

Lightweight themes were disabled in customization mode in bug 870602. We'll have to deal with handling them later if we integrate the "appearance" tab.
