From Bugzilla Helper: User-Agent: Mozilla/5.0 (Windows; U; Win98; en-US; rv:0.9.2) Gecko/20010628 BuildID: 2001062815 Maybe it's just me, but I don't see what controlling the behaviour of animated GIFs has to do with "Privacy and Security" (so I was quite surprised to see the pref there when I checking out 0.9.2). This pref should be placed in a separate category, probably "Advanced" (as in 4.x, "Advanced" was used for "Changes that affect the entire product"). Reproducible: Always Steps to Reproduce: Edit -> Preferences -> Privacy and Security -> Images Actual Results: Pref in incorrect or unintuitive category. Expected Results: Have pref in another category.
Well, i see your point, privacy and security handles "how mozilla works with images" (one of its many attributes) then the option is being put there. Maybe it should be put in "appearance" Anyway, this does not bother me and i dont think it really bothers you, you were just expressing your opinion (and i think you are right) so if any developer wants to work on this one then go ahead :)
I agree that Privacy and Security is not the best place for the Image preferences. It was moved there because of the work done for bug 43501. There's been some discussion in that bug about whether or not the Images category belongs there with Appearance and Navigator being suggested as better places for it. In light of that, I think this bug is a duplicate of bug 43501. *** This bug has been marked as a duplicate of 43501 ***

Some have tried to justify "Images" being placed in "Privacy and Security" because they can send cookies, be used as "web bugs" etc. This is true, but modifying the behaviour of animated GIFs cannot be anything to do with privacy, as none of the options specifically for animated GIFs prevent them from being downloaded. It's a bit of a dilemma though: should all the image-related config stuff be kept together, or should be spread out for the sake of more correct categorisation? I would suggest the latter. Some have put forward "Appearance" and "Navigator" as possible places. It certainly couldn't be put in "Navigator", as I think I am right in thinking that setting this preference has "global" effect (animated GIFs in HTML e-mail, in Composer and so on).
I think the setting is global so should be put in Appearance rather than Navigaotr. However, I would expect Appearance to only deal with how the application looks, but the Images setting seems to do a bit more than this (it affects download time for example). But then agian, in Appearance we get settings for regional content and which components should be launched on startup, so I think people are just treating it as a place to put any preferences that affect what you see on your screen in some way. I think this discussion should be continued in bug 43501.
