So, since we haven't released a final release since 2.17, our 2.19 changes page(s) should list changes relative to 2.17 rather than 2.18.
KaiRo agreed (and was the one to bring this up in IRC).

I don't see a real need for this. After all we *did* release four beta versions for SM 2.18, and listed the changed for each of these accordingly. Also, the SM 2.19 release notes included the following right from the start:
"SeaMonkey 2.19 contains the following major changes relative to SeaMonkey 2.18 (which was skipped due to technical problems with the build architecture):"
with "SeaMonkey 2.18" being linked to the 2.18 relnotes.
If you really, really think this is needed I might get convinced to list the items from the main 2.18 relnotes page but I think the Changes page would be too much.
Also for me what's to be listed under the SM 2.19 release announcement (front page news section) can be different from what's listed on the relnotes page, so if you want to have all changes since 2.17.1 listed there, that would be OK with me as well.
