Steps to reproduce:

Set plugins.click_to_play to true.
Open a page with a Flash video.


Actual results:

The video is displayed.


Expected results:

The video should be displayed only when I click on it.

I experience the same situation described in the bug description. However, I also experience the same problem with any plugin such as Silverlight or Java. The plugin gets loaded automatically instead of being displayed when I click on it.

I have this problem with Iceweasel 23 on Debian from experimental repos. Any plugin is activated without my permission, plugins.click_to_play has no effect.

Should I file another report for this particular release?
