A fieldset with large padding and a legend

Details 
A legend in a fieldset seems to be vertically positioned near the center of
the padding and the border, rather than centered on the border, as I would
consider to be correct.

See attachment for an example.

This may be related to bug 6888, because this behavior did not start until
