images that are blocked do not have their ALT text or outline displayed, even
when they are links.

Reproducible: Always
Steps to Reproduce:
1. Go to a web page with an image.
2. Block the image from loading.
3. Reload the page.

Actual Results:  Neither the ALT text nor the outline are displayed.

Expected Results:  Displayed an outline with the ALT text inside.

It would be a damn sight easier to report bugs if the bugzilla pages didn't
crash Mozilla.  D'oh!
Verified on Linux 20010628.

Blocking images with BORDER attribute does leave the border, which is good.
Having the ALT value displayed is a judgement call -- showing lots of text
inside the now-blank space can appear as pollution for some users, while others
may not care so much.

The big issue is if navigation images ("home", "search", etc.) were also blocked.

Perhaps a hidden pref, or even visible pref, to render the ALT text?
Might be a dupe of bug 41924.
