Cant scroll pages using scroll wheels or logitechs auto schroll. These cause the
options in a pull down menu or a table mune in a page schroll but no matter what
i do it will not let me schroll the main page

Reproducible: Always
Steps to Reproduce:
1. Go to a page with pull down menues
2. Try to scroll
3.

Actual Results:  Scrolled the options in the pull down menu

Expected Results:  should have scrolled thru the while page
