So, having looked into this more, tagging actually was set to only require 1.5GB of space (the default of the tagging class), we had ~2GB of space free when this ran.

I doubled to 4GB as our requirement which should last for a while longer.

I also set skip_tag so we can continue this release by just doing another sendchange (I manually tagged m-c and venkman locally, which were the only failed to tag repos)
