Steps to reproduce:
1. Open attachment 768486 [details] of Bug 886875
   --- "mixed-content-blocked-notification-icon" shows
   --- observe jquery does not run
2. Click "mixed-content-blocked-notification-icon" In the location bar
3. Choose "Disable Protection on This Page"
   --- observe jquery does not run
4. Reload (F5)
   --- "mixed-content-blocked-notification-icon" shows again
   --- observe jquery does not run

Actual Results:
 No way to allow mixed-content

Expected Results:
 At step3, table should be hidden, and table should appear when "Hover me!".
 At step4, mixed-content should be allowed.
