In some apps, particularly ie, when you scroll to the bottom or top of a page and attempt to keep scrolling using touch, content will shift further with an increasing resistance value. This is similar to touch pan feedback on Win7.
This should not block v1.

Note that we used to have this on Android but removed it recently as per UX request. We should check with UX to see if this is desirable on Metro or if we should be consistent across all platforms.
