The context is releng+ateam have done a lot of effort to make sure our automation will use relayboards for pandas before ever considering using sutagent for rebooting.

This is because we had found that sut rebooting was prone to failure and not actually bringing the boards through the whole cycle reliably.

I learned today that Mozpool however went through a relatively same amount of effort to do exactly the opposite.

I posit that the examinations/investigation that joel+ateam and me+releng did is enough to say we need to change the mozpool side of this.
Mark, what do you think here?
Mozpool is decommed along with pandas...
