not sure if this bug already exists --my query fu didn't turn up anything, yet i
sense...deja vu... ;) timeless, feel free to reassign if you're not the right
person for this!

found using 2001.07.02.0x-branch comm bits on winNT and linux. n/a on mac.

1. go to a page with frames, eg, http://faqs.org or http://wired.com
2. bring up context menu for a link [or a linked image].

observe: the access key 'o' is used twice:

* Open Link in New Windo_w
* Open Frame in New Windo_w

when i hit the 'o' key, the *link* is opened in a new window.
