889692 - Payments regions for an app don't get updated while updating using Marketplace API

Steps to reproduce:
1. Submit an app (packaged or hosted).
2. Update this app using Marketplace API (http://firefox-marketplace-api.readthedocs.org/en/latest/topics/submission.html#put--api-v1-apps-app-%28int-id%29-). Try changing the region to any valid region that accepts payments, example: es.
3. Observe regions on devhub for this app.

Expected behaviour:
Region changes get reflected in the "Compatibility and Payments" section.

Observed:
Region changes don't get reflected in the "Compatibility and Payments" section. All the available regions are selected.

It seems quite possible that the api isn't up to date with the way that submissions have changed in the devhub wrt paid apps, or even the regions changes that happened before that.

I don't think that's related. The changing of regions in an app is not supported. It was added in a way that broke an awful lot of things, so I commented it out. See bug 880040.
