889971 - schedule android-x64 unittest jobs on (only) cedar

While debugging the Android-x86 setup, it would really help ATeam and devs to have tests showing up on cedar so they can work through setup issues.

Basically, all unittests that we run on panda boards for Android armv7 builds should now also be scheduled to run on the manually-setup-ix-emulator-machine for Androidx86 builds.

Note: no perf jobs should be run on this emulator.

Getting these working, and getting real data on test duration, will help calculate how many machines we need for full production scale support of Android x86.

Found in triage. I think this is DUP of bug#867377, but reopen with details if I misunderstood.
