889997 - Defect - Sometimes the soft keyboard doesn't display when making touch selections

STR: 
1. Load google.com (or any page with a text input)
2. Enter some search terms in the search text box (soft/attached keyboard doens't matter)
3. Click/tap search button or somewhere else to move focus
4. _Tap_ the terms again in the search field to edit the search, you should see the caret handle to be able to select and edit
5. You may have to repeat steps 3-4 a couple of times to reproduce 

What should happen: 
* The selection monocles allow you to move/edit your selection, AND
* The soft keyboard comes up to allow you to type into your selection

What actually happens: 
* The selection monocles do show up (usually?), BUT
* The soft keyboard does not display, making it impossible to edit the selection

I'm using a Carbon Touch (has attached keyboard). I'm not sure if this is a factor - I don't currently have a tablet without keyboard to verify.
