Details
Synthetic apks need some method to send an intent to Gecko that will install an app. We'll want this to work in the background, whether Fennec is initially running or not (i.e. we'll need to talk to Gecko from a Service I think).
For the initial implementation, lets just focus on hosted apps, and assume the Intent passes along the url of a manifest.

Resolving this incomplete in preparation for filing a different set of bugs to track the work that folks are doing to implement synthetic APKs.
