890057 - Build script for generating synthetic apks

We need to create a simple build script that can create synthetic apks. The initial dump of this doesn't need to be advanced or handle all corner cases. I'd be fine if it just

1.) Put the right icon/app name on the apk.
2.) Sent an intent to Fennec to launch/install a webapp (we'll need to version this intent so that we can update these apk's Fennec as needed?) and

3.) Prompted to install a compatible Fennec if not found.

Resolving this incomplete in preparation for filing a different set of bugs to track the work that folks are doing to implement synthetic APKs.
