Speed of initial mail news application launch is not at parity with Communicator.

Steps to reproduce:
Launch Netscape 6.1
In tasks select "mail"

Reproducible: Always
Duplicate of bug 26455, most likely.  ccing jrgm, since this may be a dup of a
bug he knows about.

There are other more specific bugs on file for improving startup perf (and new 
window time) [e.g., "fasl files", "brutal sharing for xbl"]. Someone on the 
mailnews team could probably outline the areas that they will be working on 
specifically in the next months. Bug 26455 looks awfully stale (dead), but,
seriously, this bug isn't particularly useful either.
