As discussed with the team last week, let's start planning out how to migrate our add-ons management experience and installation into Firefox's Settings UI

Goals
* Make Firefox customization feel less fragmented, and more like the expected Android customization experience where everything is handled in Settings
* Use APIs to make AMO feel like a core part of the browser
* Make “Search” special and distinct from other kinds of add-ons

This is a fairly large chunk of work, so we can break it down into as many sub-bugs as needed.

Revive? Re: panel related UI in settings but no add-on management
We decided that it's not worth the effort to try to make a whole new native add-ons UI. Instead, we're using bug 1053397 to track improvements to the current about:addons page.
