Once we build under m-c, COMM_BUILD is going away. Code that wants to be run from top-level Makefile should be ready to build under m-c, modulo path issues. The biggest issue is packaging mozmill tests.
After more investigation, this can't be fully done until after the pivot. The most useful thing we need is packaging mozmill-tests, which I'll move into a separate bug.
