Steps to reproduce:

1. Start Firefox ESR 17.0.7 with an empty profile.
2. Preferences/Advanced/Updates:
    Firefox updates
    (X) Never check for updates
    Automatically update:
    [ ] Search Engines
3. Disable safebrowsing, set a proxy, wait watch connection attempts.    
    


Actual results:

3. Connections to services.addons.mozilla.org:443/versioncheck-bg.addons.mozilla.org:443


Expected results:

3. No connections.

I think you need to disable add-on updates in about:addons.

Have disabled it. After some minutes Firefox connects to addons.mozilla.org:443

I confirm the bug. I have set all add-ons to update manually (some time ago already) and yet I noticed today that Firefox was spontaneously offering to update a number of add-ons before I even checked for updates. It must have found "somewhere" that those add-on updates were available. (I also have set Firefox not to check for browser updates, I check that myself about once a day at ftp.mozilla.org.)

I don't see the bug in "trunk" SeaMonkey 2.22a1, defined as follows (with datestamp and both CSIDs added to the UA):
