We use these on Android as a subtle way to communicate the end of a page. We should try the same approach on FxOS.

Assigning to Chris since we talked through what we want to do here. Basically push the Android logic for scrollbars down into the platform so that it can be used for Android, FxOS, Metro and OSX.

From what I've overheard, Botond is working on overscroll effects for FxOS, making this bug invalid I suppose. I've added him to the CC in case he wants to add further detail (I don't know where this work is being tracked).
