891896 - Sidebar menu on About pages should be smarter

Have the menu show you which page you're on and don't link to the current page. Only works on History and Governance, since these are the only two pages on the menu that actually have this menu.

These pages could use a re-think of how they are structured and how the navigation works, but this helps a bit.
