Details

change the default format for bugmail from plaintext to html, because it's significantly easier to read.

need to fix the blockers and give a warning first (for automated systems which parse html bugmail).

Is it worth starting communication about this now (presuming we still want to do it), even before the blockers are fixed? Then people scraping the plaintext emails can switch to text rather than 'site default' in settings from now onwards, rather than us having to wait until that's complete at a later point :-)
